Job Summary
The Senior Tactical Buyer will coordinate and manage the procurement of a dedicated portfolio of goods and services, ensuring effective collaboration between Client Petchem/SHPP stakeholders and key suppliers. This role focuses on optimizing procurement conditions both internally and externally, guaranteeing material and service availability with the right quality at the lowest Total Cost of Ownership.
Job Description
- Contracts:
- Implement, monitor, and manage new or extend existing contracts according to Procurement procedures to ensure material/service availability (Surety of Supply) in framework agreements with suppliers at the right quality and at the lowest Total Cost of Ownership.
- Projects:
- Responsible for and coordinating commercially EPM, Turnaround, or other projects in competition to ensure the best value (TCO) for the Client, and where needed, solve critical purchasing problems
- Purchase orders:
- Creates PO in competition and reaches optimal and commercial conditions to ensure creation, including expediting and correcting payment
- Responding to market movements in the appropriate categories, to purchase effective and efficient services, or to introduce new techniques and products to the internal customer
- Execute supplier management:
- Minimize the supplier base, achieve high supplier performance, manage complaints, ensure delivery at the most profitable conditions in the current market, and stimulate continuous improvement. Yearly conducting supplier assessments as planned
- Correct administration and availability of contracts/purchase ordets and reporting of savings
- Effective processing and negotiation (RFI, RFP). Ensure full compliance (Procurement Policy and guidelines, Contracting Procedures, MAS, ICM), and legal correctness and control
- Drive continous improvement and change management initiatives to stucturally improve competence of the department (Global KPI's)
- Close cooperation between stakeholdes and Tactical Buyer to share best practices and cluster of activities to increase our service level to our stakeholders (attend and suppor awareness sessions
- Provide operational supper and solve critical procurement problems (second line trouble shooting)
- Supports Operations Purchasers by providing them with specific knowledge and advice. Immediately solve urgent and important procurement problems that exceed the competence of Operational Buyers to avoid the risk of interrupting the manufacturing processes and possibly causing huge financial losses
Skills Required
- 5 - 10 years experience in Procurement, Supply Chain, or Customer Service
- Proven negotiation and analytical skills
- Capability of professional time management, communicate on progress and escalate if needed
- Knowledge of procurement procedures, processes, and work methods
- Knowledge about manufacturing processes and raw materials
- Proven execution and delivery of results capabilities
- Proven communication and interpersonal competencies

- Cultural awareness
- Fluent in English and/or Dutch, verbal and written
- ICT Knowledge: Business management systems, ERP Systems (SAP), and other dedicated applications and Office systems (e.g Word, Excel, Powerpoint)
- Troubleshooting & Critical Problem Solving:
- Handle urgent procuremetn issues that can interrup manufacturing processes. Escaslate complex cases and take unconventional approaches to ensure timely solutions under high-pressure situations
- Supplier Evaluation & Competition Management:
- Challenge entrenched supplier relationships by conducting regular evaluations and initiating competitive tenders when needed, ensuring cost-effective and stratefic sourcing decisions
- Specification Analysis & Customer Collaboration:
- Review, validate, and challenge incomplete or non-standard specifications from internal stakeholders (e.g., engineers) to ensure stability, quality, and effective procurement outcomes
- Market Intelligence & Knowledge Sharing:
- Maintain up-to-date knowledge of goods, services, and supplier markets within the assigned domain; provide reliable insights to support stakeholders, management, and operational buyers in decision-making
- Contract Review & Compliance:
- Thoroughly analyze detailed offers, proposals and contracts to identify non-conformities, key risks, and notable points; facilitate bid clarification and advise internal stakeholders accordingly
- Process Optimization & Cost Management:
- Implement and manage contracts while identifying opportunities to optimize work processes, align procedures, and reduce Total Cost of Ownership in collaboraation with operational buyers, end-users, and suppliers
- Decision-Making Accountability:
- Independently accountable for tactical procurement decisions, supplier selection, contract adherence, and escalation of critical issues impacting operations
Education/Training/Certifications
- Bachelor's or Master's Degree (HBO+) in commerce, business administrations, engineering, or similar
- Preferred certification in Procurement (NEVI,CIPS)
Pay Rate/Salary
- $35.00 - $40.00/hr. Compensation will be offered within this posted range based on experience, skills, and market factors
