Job Summary

The Procurement Specialist, Global Marine Non-Bulk, manages global procurement of marine freight, ensuring cost-effective and reliable transportation solutions. The role focuses on strategy execution, contract negotiation, and driving value across the supply chain. It also involves collaborating with stakeholders and improving sourcing practices to enhance efficiency and support business objectives.

 

Job Description

  • Contribute to enable procurement value creation through active participation in the development of the SC Procurement strategy in line with the Shared Service Organization and GPS strategies to strengthen the strategic contribution and value added of GPS to its stakeholders
  • Contribute and participate in strategic and tactical decisions to meet short-term and long-term Supply Chain Procurement objectives
  • Lead contract negotiation to achieve the best terms and conditions for Global Marine Non-Bulk transportation, including the best service model
  • Implementation of Global Supply Chain Procurement Strategy to capture maximum value and synergy for the Client
  • Sustain development and improvement to meet customer satisfaction processes to deliver effective and efficient services to customers
  • Develop business cases identifying scope; benefits & value creation, comparison between previous & future spend (investment), critical success factors, and business challenges
  • Challenge existing business concepts and sole/single source situations (“status quo”) for the betterment of the business by sharing strategies with the Client Business leaders and internal stakeholders.
  • Drive continuous improvement (entrepreneur role) and new global market innovations (ie Emerging Market opportunities) within boundaries set by the Global Category Manager
  • Driving and influencing change management through various cross-functional teams across multi-SBU’s
  • Responsible to ensure Services Availability & Reliability and compliance with Government Regulations
  • Contribute and participate in strategic and tactical decisions with the Global Procurement team to meet short term & long term Supply Chain Procurement objectives
  • Strategic Contribution (20%)
    • Embed Client values (Inspire, Engage, Create, and Deliver) in the strategy and work procedure & processes to symbolize Client brand
    • "Chemistry that Matters” Characteristics in all business transactions and communication
    • Active contribution and participation in the Global Marine Non-Bulk strategy for higher value creation
    • Support SBU and various BUs to set their individual product targets by providing/setting annual supply chain cost targets
    • Recognize the development of global market supply & demand to construct a purchasing strategy which minimizes unpredictable market effects to continue securing timely and high-quality services at a lower cost without exposing the operations to risk
    • Identify trends at the Global Macro & Microeconomics level correlated with the logistics industry to develop and execute purchasing/contracting strategies and tactics for the acquisition of services to cope with prevailing and future market conditions
    • Develop strategic Sourcing solutions and take advantage of technologies and strategies, including the outsourcing of Procurement Services activities when it is determined to be cost-beneficial
    • Leverage global Contract Harmonization & Purchasing Power to unlock VC opportunity
  • Category Management (10%)
    • Oversee development of effective and value-creating sourcing strategies for global categories under management, and delivery of sourcing solutions that create cost savings and ensure availability of supply
    • Conduct and Support contract negotiations, request for quotation (RFQ), bid evaluation, and make business decisions based on the best total Cost of Ownership (TCO)
    • Understand Client business requirements and competitive advantages
    • Perform spend analysis
    • Research and assess the supply market
    • Manage risks related to single-source procurement           
  • Policies and Procedures (10%)
    • Formulate services and procedures for Global Marine Non-Bulk activities in line with the requirements of the GPS overall strategy: Insure Procurement Budget control within approved limits and ensure vendors' conformance with the Client's EHSS & Operation requirements.
    • Oversee rigorous adherence to the policies and procedures related to GPS.
    • Oversee SC Procurement Global Marine Non-Bulk SLA and KPI’s and ensure compliance with GPS requirements and processes
    • Ensure continuous development and improvement to meet stakeholders', Quality requirements, schedules, and budgets.
    • Work with the legal team for more robust terms and conditions to protect the Client's interest
  • Sustainable sourcing (10%)
    • Through achieving a company’s targets and fulfilling legal requirements concerning environmental and socially responsible sourcing
    • Apply the global contract templates and prepare the contract terms and conditions for negotiation
    • Apply the standard contract templates for Global Marine Non-Bulk contracts (i.e., Client Marine Carriage agreements)
    • Work with the Legal team for more robust terms and conditions to protect the Client's interest   
  • Contracting (10%)
    • Negotiate for favorable terms and conditions as well as legal terms in the Logistics Service Contracts, to ensure that the contracts are according to Client requirements
    • Administration of service providers' contracts to ensure timely renewal and extension of Logistics Services Agreements
    • Monitor against the Global Contract Templates and identify deviations         
  • Supplier Relationship Management (10%)
    • Monitor and assess the financial status, EHSS performance, and code of ethics for the new and existing vendors
    • Regularly measure the performance gaps and seek performance improvement
    • Supporting resolution of issues and coordinating with the Supply Chain team to achieve internal targets
    • Follow the approved Policies, Procedures, and Guidelines   
  • Reporting and Market Intelligence (5%):
    • Weekly/Monthly/Quarterly/Annual Performance Report for Global Procurement & Supply Chain Meetings
    • Perform Logistics Cost and Scenario analysis, and benchmarking
    • Scout for current and future logistics solutions
    • Market Trend Analysis for Logistics Service Globally                    
  • Risk Management & Insurance (5%):
    • Provide prompt support for the logistics services required in emergency cases, e.g., cargo contaminations, cargo shortages
    • Supporting the Insurance team in the Insurance Program for Global Marine Non-Bulk.
    • Work with the insurance team to ensure full insurance coverage for all products distributed globally           
  • Projects & Continuous Improvement (10%):
    • Work as a Value Partner & Driver with the Global Supply Chain Network Management and Excellence team for all SC GPS Global related projects
    • Participate in regular KPI meetings with cross-functional teams to identify gaps in the current performance and take necessary steps to close them
    • Participate in quarterly performance meetings with internal stakeholders and implement best practices to support Client Global growth
    • Be part of a continuous improvement culture to improve logistics services to the customers
    • Understand and challenge global internal demand, specifications & cost budgets; sets directions for improvements with internal stakeholders
    • Analyze performance of existing systems, processes, and people, perform required improvement, and propose corrective/ preventive actions
  • System Data Maintenance (5%):
    • Accountable for maintaining LE Contract data accuracy in the SAP system
    • Ensure a reliable level of data quality          


Skills Required

  • 8-12 years of experience in supply chain procurement-related jobs or equivalent
  • Ability to develop and execute procurement strategies of global scope and complexity
  • Deep knowledge of sourcing and purchasing activities
  • Strong negotiation skills
  • Strong customer relations skills
  • Strong people management and interpersonal skills
  • Knowledgeable with policies, procedures, systems, and best practices in the areas of Supply Management and supplier qualifications

Education/Training/Certifications

  • BA in Supply Chain Management, Business Administration, Engineering (preferably Chemical, Industrial, or Mechanical), Industrial Management, or Economics

Pay Rate/Salary

  • $50.00 - $65.00/hr. Compensation will be offered within this posted range based on experience, skills, and market factors
